1.9prerelease is out already the server is not even updated to 1.8 when willit update!

They were waiting for bukkit to release a stable build, and now they are waiting on plugins. Be patient, it takes time to get things ready. I, personally, would rather wait longer for something that works well, then to get something buggy soon. If you just want to play around, they have released a vanilla server.
And don't compare them to the 1.9 prerelease, that thing was released ridiculously quickly, and it shows; with its many bugs and unusable items.

I agree, Prereleases ruin some of the fun of the update. It not only is compleate, but It has many bugs....
